Preheat oven to 350 degrees F.
- Mix together dry ingredients.
- Stir wet ingredients into dry ingredients.
- Pour into 8x8 baking pan lined with parchment paper and sprayed with nonstick cooking spray.
- Bake for 20-25 minutes. DO NOT over bake!
- Let cook and make frosting. Stir together all frosting ingredients and spread over bars.
